Active Shooter/Hostile Event Response (ASHER) incidents place fire and EMS leaders in situations characterized by uncertainty, incomplete information, rapidly evolving threats, and extreme time pressure. While Rescue Task Force remains an important component of many response plans, it represents only one piece of a larger operational challenge. This presentation examines how fire service leaders prepare for, manage, and evaluate ASHER responses, including command integration, resource deployment, casualty access, responder safety, interagency coordination, and adaptation when events do not follow the plan.
