Travis Norton is a retired police lieutenant and active shooter response subject matter expert with over 25 years of law enforcement experience, including 17 years in tactical operations, several years as a SWAT commander, and active shooter training manager. He currently serves as an active shooter subject matter expert for the National Policing Institute, where he conducts after action reviews of active shooter incidents, analyzes response timelines, coordination challenges, tactical decision making, and develops lessons learned for future operations.

Travsi chairs the National Tactical Officers Association active shooter response evaluative standards committee and serves as an instructor for the National Tactical Officers Association, teaching critical incident leadership and tactical decision making throughout the United States. He is also the team leader of the California Association of Tactical Officers after action review team, which reviews major critical incidents in the United States and Europe to identify lessons learned and improve future responses.

He holds a Doctor of Public Policy from the University of Southern California and is a Policing Fellow with the National Policing Institute.
